Startup delay

When running HostMonitor as an application, the startup delay is not active. It would be nice if the startup delay can be active when starting HostMonitor as an application.

Since we are using the application mode only for configuration, the first thing we do is disable the tests. And even if you're not fast enough, it will slow you down

You may use command line parameter /stop. E.g. "hostmon.exe /stop"
But you will need to restore "Start/Stop" parameter (on Startup page in the Options dialog).
