SNMP Trap - Error 10013 in function BindPermission denied

SNMP Trap - Error 10013 in function BindPermission denied

I am trying to create a SNMP Trap test and when I do the Reply gives the following error:
Error 10013 in function BindPermission denied
I created the test using the default settings SNMP Trap. Any ideas on what the error means?

This means some other software uses UDP port 162
You may find such process using netstat command line utility or IP-Tools
