Hi Alex,
The Check Oracle Server test running on the RCC v4.5 is coming up as orange colour and throwing the error "Cannot load OCI.dll".
However, the same Check Oracle Server test running on the Hostmonitor v9.5 which the RCC connects to is fine.
2 more things I discovered on RCC:
1. Select the Check Oracle Server test > Refresh > Refersh selected test(s) will throw the error "Cannot load OCI.dll".
2. Edit the Check Oracle Server test and Click on the Test button and the Connection successfully established
Machines details:
1. Hostmonitor v9.5 running as service on a server
Hostmonitor version: 9.5
OS: Microsoft Windows Server 2003 SP2
Oracle Client: 10.2.0.4.0
oci.dll path: T:\oracle10204\BIN (may be helpful for you repricate this problem)
2. RCC v.4.5 running on a desktop
RCC version: 4.5
Hostmonitor version: 9.5
OS: Microsoft Windows 7 Enterprise SP1
Oracle Client: 11.2.0.1.0
oci.dll path: C:\app\oc\product\11.2.0\client_1 (may be helpful for you repricate this problem)
Could you please explain why this is happening and provide a solution.

RCC - Check Oracle Server test - Cannot load OCI.dll
1) We do not recommend to use old "Oracle", "Interbase", "Sybase" test methods. Its better to use new "ODBC Query" test.
2) We do not recommend to use any tests related to Oracle, especially using Oracle Client version 10.1 or 10.2.
There are dozens bugs that lead to memory leak, access violations, data corruption, it may crash HostMonitor.
Had some problems with version 11 as well.
Last stable Oracle client we know - version 9. We tested version 9.2.0 a lot and it works.

I did not say this.Are you saying that if I install Oracle Client 9.2.0.4 (no longer supported with Oracle DB 11g), i will not have the "Cannot load OCI.dll" problem? Can you confirm
I said
1) use ODBC Query test method
2) do not use Oracle Client version 10 because it will make application unstable.
We did not have any problems with Oracle client 9.2.0.8.0. Many customers switched from client version 10 to version 9.2.0.8.0 and this fixed problems.
Will this work for you? How we may know? Its not even our software. You should ask Oracle or just try it by yourself.
May be client cannot be loaded because path to application (HostMonitor) contains round brakets (e.g. c:\Program Files (x86)\HostMonitor)? This is known bug in client version 10.
Also you need 32bit version of client (not 64bit).
But please don't use client version 10, its unsafe.
