Where on earth do I download the sybase client for windows 2000?

Windows 2000? As I know Sybase does not use different clients for Windows 95, 98, NT, 2000... It provides the same client for any Win32 platform.
DB-libary and CT-library included into Sybase for NT Evaluation, available somewhere on http://www.sybase.com
