Is it possible for the RMA to send an alert to the HM when something is wrong (according to some logic) or must the HM pool all the RMAs to find out the problem?

What exactly means "something worng"? HostMonitor (and RMA) performs tests. If something wrong, test should set "Bad" status so you will be alerted.
Probably you mean "can RMA perform tests without HostMonitor"? No, it cannot.
If you need independent monitoring system, you may install another copy of HostMonitor (and purchase another license of course). Then you may setup 2nd HostMonitor to send some messages to 1st HostMonitor. E.g. using SNMP Trap alert method.
BTW: "Problems and bugs" forum should be used when something does not work correctly. Questions like this one should be posted into "Installation and configuration" forum
