Could you please explain what exactly means "failed"? What error do you see? Have you specified correct hostname, login and password?

Is HostMonitor running as service? Have you specified account with necessary rights on Service page in the Options dialog?
Quote from the manual
===============
Note #1: When HostMonitor starts as a service, it uses the system account (as all interactive services). But this account may not have all the necessary permissions, so some tests will not work correctly (UNC test, "disk free space" test for shared drives, "CPU Usage" test for remote machines, etc). If you need these tests, you will need to assign a special user account on the Service page in the Options dialog. In this case HostMonitor will impersonate the security context of the user. Do not change the account using the system utility "Services". If you do so, HostMonitor may be unable to interact with the desktop.
================

What about other tests? Can you use TCP, Service, CPU Usage test against that remote system?

I assume you have tried to setup Service test, this message was displayed when you opened Test Properties dialog and tried to open list of services?
Service test has nothing to do with WMI.

Are you sure HostMonitor is able to use account that you have specified on Service page in the Options dialog? Have you seen message like "Logged on as user NNN"? Do you see such messsage in system log (system log file is specified on System Log page in the Options dialog)?
May be there is another message, like "Cannot logon as user NNN"?

Does this account have necessary rights? Are you using admins account?
Could you try to start HostMonitor in application mode?

What about simple TCP test? Does it work? If not, I assume there is some issue caused by firewall or antivirus monitor. Do you have installed any? Can you try to disable it or add HostMonitor into exclusion list?

Also, are you working with HostMonitor directly or you are using RCC installed on different system?
