Does it really hungs? Or its just message from OS? On some slow systems HM needs more than 20 sec to start and OS generate error message, but HM starts and works properly. Do you see messages from HM in the Event Log (like "service started")?

It looks like PC Anywhere installed some performance counters and DLL that belongs to PC Anywhere have some problems. Try to disable all "Performance Counter" tests, in this case HostMonitor will not load perflib. Or try to uninstall/reinstall PC Anywhere.
