Very good.
I see that the "in" statement will allow me to use just part of the Reply text. I missed that in the doc.

You are correct, it is "Access is denied".

I changed the syntax and it now works.

Allow action against the Access Denied error.

The reply to a machine with "System Error. Code: 5.Access Denied" currently sends the set Bad action in motion. It would be nice to have the ability to set a 'special' action/message for that error.
