Can HM send out notification that HM has started or is in the process of shutting down? We had a situation where someone stopped the application in error and it went undiscovered.

HostMonitor 4 can do that. Use menu Monitoring->Pause

What I was referring to was an uninentional stop start where the person doing the stop did not notify anyone.

Yes, I understand what do you need. Click Monitoring->Pause and then click Help. You will see HostMonitor has option that you need.
