short question: is host monitor able to monitor in/out traffic per NIC over SNMP (like mrtg)?

It can monitor any SNMP counter (using SNMP test method). But HostMonitor does not support MIB files, you need to enter OID that you need to monitor.
I think OID for number of input packets received by system on 1st interface is 1.3.6.1.2.1.2.2.1.10.1
