Hi,
I want to create folder and tests as part of other automatic process.
How can I do that?

You may use Export/Import from Text file function for creation new Test items and folder.
These operationca can be executed manually or as HMS Action assigned to file-related tests (Folder/File availablility, Cound Files)

Example of import Text file with comments:
http://www.ks-soft.net/hostmon.eng/examples/import1.htm

HMS script can be used for tests modification or importing from text files.
HMS script can be execurted manually or automatic as Action assigned to URL Request, SOAP/XML or E-Mail test items.
In other words, you may send HMS script commands over E-Mail or by requesting URL that generates HMS script commans.
