Certificate test will only work on the local hostmon agent. I tried several active agents. Libraries still required.
Uninstalled and reinstalled a few active agents using the latest installer. Libraries still required.
Tried creating a new test folder in root and new certificate test, same results. Libraries still required.
So, I would speculate the problem is not with any of the RMA's or operating systems which are all 2012 r2 and maybe has to do with the host system.
Now, I will go further and install a fresh copy with a single test. Which will probably work. So I may have some special situation or combination of settings to make this fail somehow.
