We have several hundred Windows servers for which we monitor system events. On many of them we want to change the alert condition to not alert on a few specific event IDs. The servers are organized by folder so we end up having to export, modify, import, drag and drop to the correct folder, then go back and delete the original test. Is there a way to do this without exporting/importing a text file? Is there a tool to edit the HML file?

HostMonitor is the tool that modifies HML file.
I think you may simplify process:
1) mark "Include folder information" option when you export test setting, so you will not need to move items to another folder after import
2) add "ImportMode = Modify" into import file (before test settings). This way HostMonitor will replace test settings without creating new test (when such test already exists)

Quote from the manual
====================
- ImportMode = Modify - in this mode application adds new test if
the test with specified name doesn't exist in the folder. Otherwise,
HostMonitor replaces the test settings by those provided in the imported
file. Statistical information (dead ratio, alive ratio, etc) is kept intact;
