I need to maintain a list of dead and alive devices on the internal network, so I use the alert via external program to send up/down messages to my application.
The problem is that these alerts are not sent once the application starts, so I can know the status only when it changes, but not at the beginning.
Any idea for a solution/workaround ?

Sorry, IP-Tools does not have such option. It was not designed to be a complete monitoring solution and work completely without human operator.
Advanced Host Monitor may generate "current test status" reports or maintain ODBC log (report) so any 3rd party application may use these files/tables.
