Tests failed with every reboot - email flood

Whenever I reboot the server that is running KS-HostMonitor, I get flooded with emails after the hostmonitor's service starts. Basically, it sees all of the tests as failed and floods my inbox (and my boss's.)

What kind of tests fail? I don't think tests like Ping, TCP, SMTP, SNMP, Network traffic... can fail at startup time. Unless you are using some non-standard network client, personal firewall or antivirus monitor.
Anyway, we anticipated such conditions so we implemented "Startup delay" option. Option located on Service page in the Options dialog.

It is the tests that check a particular service on a remote computer.
