Is it possible to test if a machine has (referring to a time server or e.g. the system on which hostmon is installed) the correct (e.g +- 5 sec) systime ?

You may use "NTP/SNTP" test method. http://www.ks-soft.net/hostmon.eng/mframe.htm#tests.htm#ntp
You just should enable "Alert when difference in time greater than XX sec" option.
