The Digital Imaging and Communications in - (DICOM) standard was created by the National Electrical Manufacturers Association (NEMA) to aid the distribution and viewing of medical images, such as CT scans, MRIs, and ultrasound. http://medical.nema.org/
DIMSE is a part of the DICOM Standard that specifies the DICOM Message Service Elements. C-Echo service is used to verify end-to-end communications with a peer DIMSE-service-user.
So, dicom_echo.exe is used like "ping" utility to verify connection to remote DiCOM servers by sending C-Echo reqest and listening for echo reply packets.
