I have often the same problem using services.msc.
When I want to restart manually KS remote monitoring agent after change settings:
Could not stop the KS remote monitoring Agent service on local computer Error 1053 the service did not respond to the start or control request in a timely fashion
How often do you get such error?
Why do not you use rma_cfg.exe utility or RMA manager to manage the agent?
Do you see "rma.exe" in Processes tab of Task Manager?
