We have tested several models of cellular phones. I think, two cellular phones or GSM modems, connected to you computer and configured as Primary and Backup, is a low cost and efficient solution you are looking for.

We have not tested USB GSM modems yet, but I think there are should not be any problems.

Quote from the manual:
HostMonitor supports the following devices:
Siemens A1
Siemens M1
Siemens M20
Ericsson GM12
Nokia 6210
Nokia 6650
Nokia 9110
Siemens M35
Siemens S25
Motorola T260
WaveCom
Siemens TC35
Wavecom Fasttrack
What's the difference betnween cellular and modem, Can I use cell phone like a modem?
If you install appropriate driver, then you may use cell phone as GSM modem.
Where to get the driver? It should come with your cell phone.
But in option menu --> GSM we can just selecy com port
If you install driver (provided by manufacturer of your phone), you will see additional COM port

We have tested Sending SMS with following phones:
Nokia 6600, 7200, etc.
Siemens M35, C45, S55, etc.
Samsung E330, X460,etc.
Also we have tested several models of SonyErricsson and Motorolla.
BTW. If you do not see your phone in the list, you may try to choose similar model. For example Seimens C45 and Siemens S45 both work like Siemens M35.

Cellular phone contains GSM modem and you operates with it using phone buttons. Of course, you are able to use cellular phone as GSM modem.

Most of USB devices use Com port emulation, and creates virtual ports (e.g. Com10, Com12, etc.). I think, you should read certain device manual to resolve particular Com port mappings.

We have tested RC232, Infrared and Bluetooth connections.
Actually it doesn't matter what kind of connection you are using. As long as you have installed appropriate driver that correctly works with your phone/modem.
