I have a need to lock some users into seeing only the dashboard and not having any access to the control panel. This would also be great if it was tied into the new features of V6.0 that allows users to see only tests in their own folder.

Sounds like you don't need Web Interface at all. HostMonitor may generate HTML reports: http://www.ks-soft.net/hostmon.eng/mframe.htm#profiles.htm#Reports

I already use thye reports

what I would like is to be able to allow certain clients to see the infrastructure that supports their application in a dashboard view only. I don't want them deep diving into the statistics of each server. A "mangement view" with simple colors is what usually works best.

I would like to be able to grant access for users that has DASHBOARD access only.

You may create dashboard report and provide link to the user.
Ok, I have added task into "to do" list. Low priority
