Hey,

maybe this is a lame question but I dont seem to find where to :

add tests/folders
configure tests/folders
remove tests/folders
...

and yes I am logged in as admin with all rights

Sorry, Web Service does not provide such features

Could you please point me to that section?
What I see:

Web Service allows you to check brief or detailed status of any test and folder. Also you may disable or enable tests, reset statistics and force tests to execution. You will be able to start and stop monitoring, enable and disable alerting, etc.

It doesn't say you can add tests using Web Service.

If you need to modify some parameters of the tests remotely, you may try Telnet Service. It supports SetTestParam and ReplaceTestParam commands (not perfect solution but sometimes these commands are useful).

BTW: "RCI" and "Web Service" is not the same. RCI - interface that can be used by various applications. Right now we have 2 applications that provide remote management functions using this interface: Web Service and Telnet Service.
