Can I reverse the the logic of a HostMon entry so that it lights up and rings the bells & whistles when a service IS working.

Eg. I want to be alerted if the telnet port is opened up on my router interface (my telco has left this open in the past much to my annoyance).

Yes, you can use "Reverse alert" option (located in the Test Properties dialog). This options was implemented in HostMonitor 3.0 (http://www.ks-soft.net/hostmon.eng/mframe.htm#tests.htm#Reverse)
