Is it possible to modify the files used for the web service?
Where are these files stored?

I would like to add a link on the control panel page of the web service which points to rcc.exe to make it easier to run rcc initially from a remote site.

Sorry, you cannot modify HTML files because Web Service generates web pages on the fly, there are no templates.
We plan such option in future versions.
