Cannot monitor a service on a remote machine?

I cannot monitor a remote machine on a different domain. The tried to connect to the remote machine via its IP address and gave it a connect as username and password but keep getting the " Warning: cannot retrieve service list from 192.168.1.x"

You can download simple command-line test utility http://www.ks-soft.net/download/stest.exe It has 2 command line parameters: MachineName and ServiceName. If you will start this program, it will try to connect to sevice manager and will display error message when fails. So, you will know why program cannot access service manager.
