Hi Alex
I know this is an old topic, but I too have just run into the same problem.
I have 2 instances on AWS, both using https. I've set up a certificate expiry test to one and it works fine. I've then copied this to a new dir in HM 9.9 and editied to point to the second instance on AWS. It then fails with the 'cannot initilize WSAStartup...' msg.
Both instances run Win 2012 R" with IIS, one with a Symantec cert, (works), the other with a LetsEncrypt one (fails)
Tests to other none AWS hosted boxes work OK.
SSL version is the shipped 2007 HostMon versions.
Any thoughts pls?

AWS = Amazon Web Service?
What exactly host have you specified for the test?
What protocols supported by the server? SSL 3.0? TLS 1.0? TLS 1.1/1.2?
If physical server hosts many web servers for different domains and you need to check certificate for specific domain (usually you do), then you need HostMonitor version 10.00 (or newer)
If SSL 3.0 and TLS 1.0 disabled, then you need HostMonitor 10.08 or newer.

Yes, AWS = Amazon Web Services
Sounds like I need to upgrade to 10.x then - many thanks for the (as usual) prompt & helpful reply.
I'll try a trial version and make sure it fixes it first, as I have locked down the older cypher suites.
