Running Windows 2000 SP4. RMA version 4.00

When trying to run rma.exe, I get a popup window.
The application failed to initialize properly (0x00000005). Click OK to terminate the application.

I get the same error trying to initialize rma_cfg.exe and rma_active.exe.

Something works wrong on your system. Bugs in antivirus monitors or Windows drivers can lead to such problem.
Do you have installed some antivirus monitors, personal firewall, content monitoring software? Non stanard winsock components?

No Firewall installed. No antivirus installed. No content monitoring software installed. There is no non-standard winsock configuration that I am aware of.

Can be a bug in some driver...
E.g. Microsoft says such problems can be caused by Creative Labs Sound Blaster driver
