RMA connection error

Normally you don't have to restart service. Do you see any errors in the log file (log2.txt by default) and/or NT Event Log? Errors like "Cannot open port ... Probably port in use"?
If yes, I would recommend to change TCP port used by RMA, e.g. set port 2055
