After UAC disabling URL Monitor works perfectly under user account!

I've found workaround, finally! I've imported user certificate into user account store, which pointed in options located on Service page in HostMonitor Options dialog and set option UseLocalCertStore=0 in hostmon.ini. Also I've logged in under this account and create test rule. After that test works...
