The URL you provided, requests indentification and requires client certificate. Since Version 7.0 HostMontior has supported client certificates auth. You may enable "Use client certificate" option and select appropriate certificate from dropdown in "URL test properties" window. "URL test properties" window is accessible by clicking on "Advanced" button in "Test Properties" window for the "URL" test method.
Quote from the manual:
http://www.ks-soft.net/hostmon.eng/mframe.htm#tests.htm#url
===================================
Use client certificate
An HTTPS server may require client authentication, in which case a local client certificate should be sent to the server for authentication. Client certificates contain information that identifies the user, as well as information about the organization that issued the certificate.
"Use client certificate" option allows you to choose certificate that will be sent to the server. If test will be performed directly by HostMonitor, application shows list of certificates installed on local system.

The list of the certificates should appear after you click on that dropdown.
Do you see any certificates in "Internet option" -> Content -> Certificates -> Personal section?

Could you try the following update: http://www.ks-soft.net/download/hm721.zip
Please note: you have to upgrade to the version 7.20 before using this update.
However, to make it work, some piece of manual work should be done.
1. Please, add the UseLocalCertStore=1 line into [Misc] section of the hostmon.ini file. With this option HostMonitor will use local computer certificate store instead of user's certificate store.
2. You should export necessary certificate(s) into file. Please note: you should export certificate with private key.
3. Now you should import just exported certificate(s) into local computer store:
a) Open a new, empty MMC by clicking on START => RUN and typing "MMC".
b) Choose File => Add/Remove Snap-In => Add.
c) Choose the Certificates Snap-In from Available Snap-Ins and choose Add.
d) Choose "Computer Account" from the Certificates Snap-In dialog. Choose Local Computer on the next dialog.
e) Click Finish and then Close and OK.
g) Expand the "Certificates (Local Computer)" Tree and drill down to Personal.
h) Right click on the "Personal" folder and choose All Tasks => Import. This will bring up the Certificate Import Wizard.
i) Choose Next to the first screen.
j) Select the file that contains your certificate and choose Next.
k) Enter the password used to export the certificate, if any.
l) Select the Store to place the certificate in. Choose the Personal store and choose Finish.
After you restart HostMontor's service, all imported certificates should be listed in "Use client certificate" dropdown in "URL Test Properties" window.
