I was wondering if there is an option to make the system act different if an action fails, like when I send mail due to a fail in a test, then the mail is not sent due to a problem, so I want the system to try another action.

Sorry, HostMonitor does not provide such option. But often you may use additional tests for such purpose. E.g. you may check mail server and configure alert profile to start another action when mail server does not respond
